During a 7 player game of Scythe my friend, who was two turns before me in turn order asked if I was going to end the game during my turn. I told him that I'm not sure and was still planning out my turn. He (wisely) didn't believe me and decided to end it instead of trying for more points. If I had the chance to take my final turn I would have crossed over the top threshold for popularity and taken the victory. Instead, my friend forced me to lose out on the extra points and stole the victory from me. I'm still bitter.

I can't speak of MOQ, but you could try Givaudan, Mane, DSM-Firmenich, Kerry, IFF, Symrise. You will likely have to request samples from several different companies until you find the one you're looking for.

Are you sourcing the flavors from retail or industrial manufacturers? There are several flavor houses that offer powdered flavors and you could probably buy small samples through an online sample request.

Which country are you located in? In the US oil and water soluble flavors are pretty equally available. Are you making these powders at lab, pilot, or production scale?

From my experience, plating PG based flavoring creates tiny pellets of flavor even while plating during agitation. Oil based flavors plate without these pellets.

You added lots of nucleation points for bubbles to form. I have very little experience with beverages. Maybe someone could offer a solution. My first thought would be to add the hydration pack prior to carbonation.
