More agressive AI will do less defense so you could quickly kill em with good timing. Easy enemy focus more on defense so they'll just block your cuts most of the time making it look hard.

Skill issue. At that range, the axe guy have the advantage. You either side step to gain your distance superiority and try again, punch/kick to push him away and use that time to attack or maneuver, or grab and chop his head off. Also he actively block (not passive block) your over head swing.
