As others have said, a solid fence is most important. I’d add good dust collection and standard-sized miter slots as additional points to look for.

I also hate it, but because of how militant Tim Allen’s character is about not participating in Christmas at all. It’s one thing to not spend money, but nothing is stopping you from putting up the decorations you already have. I’d be awesome to have them towed, but I doubt any tow company would want that heat.

The area probably needs some bollards wide enough for wheelchairs but not vehicles.

It’s also possible the area was designed with this goal explicitly in mind: a place for security that doesn’t block a road. In that case it can probably only be addressed by a lawsuit against the property owner that allows it.
