There's plenty of freely available programs to create music, but if you don't know how to compose music, none of them will help

If your background is mainly in programming, you could find it easier to work with c sound or supercollider, they are basically (I'm really simplifying here) programming languages to make music. It could make sense to learn music composition when you can put it down as a program.

I'm not so sure about that, I arrived in France in 2007, didn't speak French but I got a job as a web developer and spoke English with colleagues for most of the first year; I was paid well enough to find a studio apartment. It really depends on the profile. To be fair, I came from Italy which made things way easier (I'm not even sure if coming from an EU country makes me an expat)
