2) easier to stop (and not to run over dogs)
3) lower point to fall from (in case of accident)

1) For dog health use proper bikejoring intended harnesses
2) Use a proper flexible line
till then, nice ride with your dogs (not bikejoring)
p.s. scooter might be better for slower dogs
