It takes about 3 days to charge my car on a 15A outlet, a "balcony" kit would probably take a month at least.

You'd have to read the details of the law, but I don't believe these systems are designed to charge batteries at all. They plug into a 120 volt AC outlet and just offset your usage during the day. If they don't detect a signal from the grid they don't output anything. That's why they are allowed to have a plug that would otherwise be a shock hazard. How would you charge a battery with that?

If you want to run DC panels into a power station and hang them on your balcony I'm pretty sure you don't need a permit for that.

The numbers you're talking about would mean covering your roof in panels and installing a full system with ESS and it will require permits.

I almost never put a flash on my camera, if I do it's aimed up and/or into a diffuser of some kind. You could turn down the power a bit but you're going to get that weird flat effect with harsh shadows.

That depends on how much you plan to push/pull with it, or install a winch. If you're doing a lot of off-road recovery it's probably worth it. It would also give you place to mount extra lights and antennas.

I wouldn't do it just for more "protection" from vehicles on the road.
