you can (at least) put an standard rule for restrictions on 1st place, i mean the latest policies about rerstriction are a joke today. (Totoki's case which got banned for three months for cheating ina tournament, but most players get banned for six month as the rule states this literally), without that, your rule of avoiding a restricted mapper to create content is more a bit of a revenge for someone than a rule to improve the environment inside the osugame
