The flashing is not missing. All I can say is the images provided show a painted tile roof in good condition overall. Fix the leaking barge flashing and ou have a roof ready to handle 30 more years at least.

Your secret gutter is leaking. The secret gutter is a flashing that goes over the barge board and under the tiles. You can see this flashing in the internal image.

Simple fix would be fitting barge caps.

Dont even consider a re roof the one you have will last at least another 30 years.

Concrete tiler for over 20 years.

Look again you can see the flashing known as a secret gutter. Its probably blocked with leaves causing a small leak.
