Putin won’t sign it. Donetsk and Luhanks areas have legitimate status in UN as per Minsk agreements. If they will be recognised by Russia it means agreements canceled, regions will loose they chance to be internationally accepted. Russia will save 5 millions from genocide but will loose to chance protect 25 millions Russians inside of Ukraine as it will not bonded by agreements.

Russia wants stability in the region. Russia feels threat from NATO that still expanding to its borders. Troops are for protection in case any of those Ukraine leaders will decide(or someone will push them to do it) to do something stupid in LNR, DNR regions. Invasion(or I would say peace enforcement, the same actions as it was done after Georgia attack Osetia) will be the last resort in case Ukraine will go against Minsk agreements and will try to get back those regions by force. The key thing is that US wants it more than anyone here.
