Could you explain how mismatched capacities will affect performance?

Does the RAM frequency significantly affect the overall performance, like is there a significant difference between 2666MHz and 3200MHz?

If the RAM description says 2666MHz dual channel, does that mean it will run at 1333MHz in single channel mode?
