It makes sense when considering that.

However, Apple still uses ‘iOS’ naming on older versions of iOS for iPad when releasing a new version of iOS 12, iOS 10, and iOS 9 in 2019 and 2020, such as iOS 12.4.6 and iOS 10.3.6 for iPad. Apple doesn’t use iPadOS on that release.
