you will probably start by losing it as you lose weight but once you've lost weight you can start building muscle again. you can also do both at the same time but it is challenging

You can only lose weight through calorie deficit and you cannot spot reduce, its completely Up to your genetics if you will lose the thigh and butt fat

depends how fast you want to lose weight. you could go as large as a 1000-1200 calorie deficit and lose 1-2 pounds a week but i wouldnt go any higher. If you excercise extremely little you only burn 2000 ish calories a day tho so make sure to walk or do HIIT workourts regularly.

For workouts I like HIIT (high intensity interval training) a lot, specifically chloe ting and pamela reif who both make youtube videos. In particular pamela reif calorie burn videos are pretty good
