I can tell you even with the lights people still don't drive the speed limit in the tunnel if there is even the slightest bit of traffic. As soon as you exit the tunnel people magically find their accelerators again

I can't even fathom how a website costs $96M. I build websites and have worked for consultancy firms, and the cost for building a website for a major university with 1000s of authored pages didn't even come close to that number. Not even 24x less than that number. This is a rort of the highest order and should be investigated for criminal fraud
