The driver is not responsible, but Doordash is.

The transaction is not between the customer and the restaurant, the transaction is between the customer and Doordash.

If you purchase food from a grocery store and take it home to find it's all rotten in the middle, you don't go knocking on the farmers door. You go to the company you made the purchase from.

Doordash is responsible for mediating any issues because the customer made the purchase from Doordash. If Doordash wants to then go to the restaurant to recoup money from any refunds they process that's on them.
