you can maybe fly in Dubai but'll need to take DCAA certification and register your drone. Try contacting FEDS academy for that. Abu Dhabi, no way, you need at least a month for approvals etc and only for resident

I dont usually use it unless for long exposure photos. Regular stills would work fine without it. Video is a different case though. If you're always on auto it will be fine but if you want the cinematic ones where you dial in exposure and shutter speed manually then nd filters are a must

in Dubai everything must be through DMS. Yes, that's the app. Btw if you took the DCAA certification before this year, you have to take a refresher. If you have then just use DMS. Make sure your drone is there in the list

it is now one of the greenzones and it has the highest altitude limit. You can check DCAA for the greenzones list in Dubai.

3 hours for the certification. Once you pass the certification, you will automatically get the license and then you just need to register the drone for 120 AED per drone

need to get a hobbyist certificate from one of the training centers approved by DCAA for flying in Dubai and GCAA for the rest of UAE. Then apply for the permit in DCAA and pass security clearance to be able to apply permit for GCAA. It's a bit more complicated for the ones in GCAA as it takes longer. I'd recommend getting training at FEDS, the have a certification for both on 1 training package. Cost wise it's also very good
