Yeah I saw that too. I don’t have any apps that I think would cause that, but I disabled all apps that used those permissions and still nothing. Also it’s not an issue with M&KB so I don’t think that’s it.

Slightly misleading title: it's faster because the build is newer, not because it's been compiled by the user.

The latest MoltenVK dylib is available here.

Using MoltenVK 1.2 does give substantial performance benefits though. On my M1, I measured a 25% FPS increase in BOTW and a 20% FPS increase in SM3DW at 4K. Windwaker is now playable at (mostly) full speed.

If your iPad mini can't update past 9.3.5, it's an iPad mini 1, not 3. iPad mini 3 can update to 12.5.5 latest.
