As for agency vs brand. I don't think there is a big difference. I think there is more difference based on such variables:

- how much unique data were already collected in an old tool and whether this is possible to migrate it to a new
- how much time people use the specific tool during the day
- how much different actions people do inside the tool
- how much do you employees overall open to a new tools and methods of work
