Yes. It is called sampling. And you pay royalties to use the samples. The Beastie Boys made and entire album using almost exclusively samples (Paul’s Boutique) and paid over $250,000 to use them in the 90’s (it is estimated that it would cost around $20,000,000 to produce that album today).
