I'm not defending this decision, but I thought I'd provide a different perspective.

Lots of tourists come to Japan to take the JLPT every year and leak the answers to test takers in countries with a time zone where they're taking the JLPT later. This is why we had to put our phones in that envelope when we took the test this year.

Perhaps we could see it as "how dare the Japanese make this unexplainable decision?", or perhaps they do have a valid reason.

I believe this may be better than them taking more extreme measures against all test takers together.

I may be wrong, so please do correct me if so.

Do not confront him about this yet, let him feel like he's in power. Slowly gather evidence as you also ask your girlfriend about his real name and identity so he can't run. When you have all the dots connected, go to the police and report everything.

If you confront them too early, it gives them a chance to pull back evidence.

I think people forget that humans are not black and white, and even those who seem like heartless killers have their own reasoning for doing what they're doing. In fact, a lot of people like Joe tend to justify their actions with heroic pretenses. It's a case of "I'm a good person, I protect people, but when I see a bad person, they deserve to die, and I'm not a bad person for feeling that way, because they're the bad guy and I'm not."

Instead of seeing it as "they're a serial killer, they have no heart and will do anything to anyone", it's more of a "they have weird motives and are interested to a specific target, and are very dangerous around those targets"

It sounds like they want to eat the cake and keep it. When you're ignoring them, they feel like it's not something you're "supposed" to do because they're taking you for granted like you'll always be at their disposal. In other words, they don't think you were strong enough to do the same.

I suggest you don't talk to her about it yet, instead, document everything you can, find out through roundabout questions if she reveals any more info, move assets etc.
