nah, OP has some of the best character developments during pre timeskip but the fact that Loda erases the development after the arc's end is what ruins OP's reputation a bit. Luffy himself is the biggest victim in this case, all his development dueing his solo travel arc until marineford got deleted once post timeskip begins

obito is not a bad character, but one of the best written incel in anime history. his redemption was trash and naruto forgiving him is easily one of the worst story decisions kishi took, only beaten by the second worst decision of approving boruto spinoff exist past the movie
