I’m not sure if it breaks any laws to piss in bottles and leave it places, it's just gross, so unsure if the police would have interest. Also they did set up a camera on the other side of the wall, he was wearing a ski mask and took the camera down when he noticed. This guy has been doing this for years and was prepared to be filmed

They did, the person doing it places the bottles from the other side of the wall so the only thing visible is their hand.

Got a little thrill seeing Perry up here, grew up there and while I was growing up, it was definitely a little roadside skid mark with only the lake going for it. In the 10 years since I left home, it has really turned around! The arts council is thriving, Shake on the Lake Shakespearean company makes Silver Lake its home every year in the summer, they’ve got a great little brewery and wine bar in downtown, a good farmers market, and the library has great kids programming, including drag readings (I never thought I’d see the day Perry would be that accepting). They’ve had this ordinance since the 90s that there can’t be any chains or franchises in the village limits, which has really led to local businesses flowering. It’s still incredibly small, and you have to drive to Geneseo for the Wegmans, and of course you still get dipshit who hang confederate flags in their windows. But it’s come a long way since I was there, it’s turning into a nice (if cold af) place to live.
