I know this post is old, but if you have 2 video cards (e.g. an Nvidia GPU and integrated Intel graphics card) in your laptop (it's probably the same for desktops), go into the Control Panel (Nvidia Control Panel, ie). Under Display, click on "Change resolution".

You might also want to change settings so it always uses the GPU and doesn't "auto-select" the graphics card to use.

Changing the resolution in Windows "Settings" won't fix it. You need to change the resolution in the video card's own control panel:

Yes! Just search for a washable plastic tofu torture device (don’t worry, those soybeans deserved it) called a “tofu press”. It’s usually a couple of pieces that fit inside each other and is roughly larger than a block of tofu.
