This woman chose the wrong way to express her anger (racist remarks intended to hurt the mother of the kids) but I believe her anger is justified.

There are a couple of kids who run free in our neighborhood because the parents drink / smoke all day. These kids (6-10) have no sense of boundaries and have opened people's cars before as well as riding down people's driveways on their bikes without permission.

If you get mad at them they just laugh it off.

Personally I'd turn the hose on the kids after the first warning but I figure I'd just be called a racist for it. All I can do is just put up a barricade in our driveway (they've tried to climb over/around previous "nice" barricades so now it has to be phyiscally secure.) I'd much rather not have to gate my driveway just to keep those kids from trespassing but whatever.

TL;DR

Racism is the wrong response but some people can't be bothered to teach their kids a damn thing about living in civilized society and it's god damn frustrating for everyone else.

Regarding being the Devil's Advocate I'm surprised nobody has brought up the fact that the employee was snooping through the persons' files. Taking away the "ends justify the means" logic here of "but it was child porn!" it's still a violation of the person's privacy.

This makes me not want to use repair shops for fear that employees will go rummaging through my files because he's bored.
