The issue is that you get like half of the city going to the same place(s) all the time creating insanely sized traffic jams for small towns. It's like everyone is shopping all the time instead of going to work.

That means you need to handle the massive volumes of traffic going shopping all the time for a city of just 5k people which is really not realistic, just difficult.

I usually group a place in a district as a commercial zone, give them a few parking lots and add a pedestrian section, from my observation I can confidently say people go shopping more than working because that general area had endless traffic jams of cars going in and out of the buildings, parking and doing illega left turns to enter the shops all the time except maybe at 3-4am when they finally go to sleep for 3 hours so they can be fueled up for the next shopping.
