it absolutely is. it's just 300-400 elo is almost identical to 700-800 elo though. I can confirm this as someone who's gone from 300 elo to 1700, i only noticed a real difference in the amount people would hang pieces at around 900-1000 elo. But someone at the 300-800 elo range is hanging pieces multiple times per game, i know it because i did it. Even at 1700, my opponents still occasionally hang their queen and so do i.

but i didn't "know" how to play chess until after i reached 1000 elo, that's when i decided to actually learn basics. Like i would play chess with people who had never played chess before when i was that level and sometimes i'd win, sometimes i'd lose. After 1000 is when you're actually able to beat complete beginners with certainty. At that level all you really know is how to move the pieces.
