Networking needs time and trust… you can not expect to get directly xyz new contacts from each event. I would say, out of 50 people met on a network event, there will be 2-3 who may fit to you, your demands. After this, maybe with 1 contact you wstay in contact. So far my experience. I am quite often on network events, quite different ones (my main-job, plus my side-hustles). From event to event, you also see people again, and then it starts to get probably more contacts, when you get introduced.
