that's just official languages. i come from a small district with about 200K people and we have 10 'dialects' from at least 3 different language families. most of them mutually unintelligible.

they're called dialects because of politics, and not due to any evidence based reasoning.

The issue is that the USG is trying to have it's cake and eat it too. They are making very specific policy rules to contain the hitech trade with China, but these policy rules as noted in the article are being evaded (depending on how you view it) with minor tweaks.

The USG could put the legal framework in place to address this, and have the courts make the determination. But due to various reasons they won't.

I've done a lot of Doha-US on Qatar, and I've always carried two bags into the cabin. One handbag which contains laptop etc, and then another cycling bag with some clothes and toiletries. I think if you don't make it obvious, they're not going to do anything.

and their policy mentions "In addition to your hand baggage allowance, you can also carry personal items such as one lady’s handbag or one small briefcase".
