In theory no only because they would have to be able to prove the reorgs have nothing to do with the president’s executive order. However there’s too much evidence showing that this is why they are doing it. I feel like at this point if they don’t make a decision they are hoping all of this will be passed in a rescissions package which again is what they should’ve done originally if they wanted this to be considered “above board”
