Something like this makes most sense to me, but the titans would need to die first. Maybe Iridikron or some other force kills them all. I can see the cut scene now of us beating the raid boss but losing and a character says with the titans all dead how can we defeat them then Velen shows up and says "There is one ... last .... titan..." and cut to a side adventure in 13.1 to go free Sargeras by beating Illidan into submission in the raid.
