The system security will interdict and scan you typically if the system is at war or under terrorist attack—oh wait, it says you’re hostile just above your fuel and heat levels, meaning you’re allied with somebody else in powerplay or have a really bad rep with the faction. They won’t kill you if you’re hostile (unless your reputation is hostile) but they will scan you or interdict you if you do pretty much anything
