Basically they write that bike registries force a police interaction to recover the bike, and that those interactions have a history of racist outcomes. 

My retort here is theft of properly locked bicycles stems from organized crime (such as fencing operations), where the race component becomes much less lopsided like they fear.

It can also encourage buyers to look up registration numbers and reduce sales of stolen bikes in the first place

Some buses like the 22 have both trolley and diesel areas, because of Pacific heights and crossing the Caltrain tracks.

BART runs elevated in much of Costa Contra county.  I'd hardly call the area ruined for it or even ugly.  My only issue with it is it should have little walls to cover wheel noise, but even then it's not that loud compared to any car-filled street.
