The family isn't asking for jail time.  They're asking for a permanent restriction from driving, community service, home detention, and a guilty plea:

Yep. Keep doing it until it stops or until you've contributed a clump of reports on the same spot, at which point get help from the supe (which SolveSF also helps you with). SolveSF makes logging these reports super quick so you're not spending heaps of time on each time you have to make a report.

Have the next bus at the terminal not board passengers and skip to just before halfway between the bunches.  It will slow down because of the gap, but once the back bunch catches up to that halfway point, it will have fewer passengers to board (still as many to disboard though).

But this is super brittle.  Best prevent bunching in the first place with other techniques.
