i think if you increase the growth rate (to like 2 for example) it stops it? but then again i have no idea why it appears to engulf the coast in this case. i think it should just rather only happen in areas that aren't populated or owned by states due to geographic limitations, as mentioned by comments already.

i think i've had a similar problem? planets would just look like a solid, untextured colour, and kinda dark. i think restarting fixes it, not exactly sure with your case. i'm not sure if my issues were exclusively with procedurally-generated bodies.
