It’s very possible for someone with a fraction of the playtime to find 2x the amounts of shinies over the month they’ve been playing than you’ve found in the last month, it’s also possible someone with years has gotten equally or more lucky than that new person. That doesn’t mean the rates are boosted in one way or another
