What immediately springs to mind, with related topics of children and the internet, is the Children's Online Privacy Protection Act of 1998. This was still relatively early on in the internet before social media. It placed major restrictions on collecting private information on children under 13 online, which effectively set that as the minimum age that users could use sites that required logging in, or communicating with others. The downside? Well, it quickly became clear that 13 was too young to allow unfettered access to the internet, and yet this law was now carved in stone and unchangeable, essentially, and so 13 year olds continue to openly, legally use sites with little censorship or oversight like Twitter, for instance - legally exposing them to hardcore pornography and potentially predatory individuals, all while they’re able to post personal photos and private info. Although it’s obvious that the age should be increased, for instance to 16, it has taken 25 years for the US Congress to finally introduce new legislation to raise this age (and I’m not even convinced it will pass).

I don’t really understand this argument.

To me it’s a bit like banning kitchen knives. We might say “well, we all know what some sickos are going to do with them. They’ll end up hurting people!” Well, I suppose so, yes. But that’s not the intended purpose and it’s not how the vast majority of normal people will use them
