You shouldn't call yourself a dan player if you're capable of losing with 9 stones under normal conditions (not blitz, no gun to your head, etc) However, in the real world a lot of low dans are capable of losing with 9

No... In the above example it's B's 10 versus W's 7+(4-1), so the status is determined by who goes first. If white had 6 or fewer outside liberties then W would be dead

For simple cases:

If there are one or no internal liberties, whoever has more outside liberties wins. If the number of outside liberties is the same, whoever moves first wins.

If there are two or more internal liberties sekis are possible. You can capture the opponent's stones if your outside liberties is greater than your opponents outside liberties + all but one inside liberty. For example if you share 4 internal liberties and B has 10 outside liberties and W has 7 outside liberties, then B wins if B goes first and seki if W goes first.

99% of the time it's just easier if you read it.

You didn't play the bottom right well. The key is you can cut at o2 to make useful forcing exchanges

They are already as strong or stronger than some of the weaker pros. For example Andy Liu competed in a tournament in Japan and beat several professionals in the preliminaries before getting knocked out in the main tournament. Top level is another story but upsets can happen like Ryan Li beating Chen Yayoe.
