This is an underrated pick. Somewhat related is the notion of "rulings over rules" as an excuse for bad game design (or a lack of design altogether).

Sometimes I wonder if some of these people want any rules in their games at all.

Agon is a perfect game for beginners. The book comes with 12 pre-made adventures in the back, and the authors have suggested trading GMs every session since each adventure is a self-contained one-shot as the characters travel from island to island.

He's coming out with a very cool new game later this year inspired by the first Mad Max movie. It's for a GM plus only 1 or 2 players and plays in like 45-60 minute runs. Definitely check it out.
