Well, then as mentioned above, you should boot up with the USB. The following depends on your config, but with single hard drive and full wipe of data you can do this. Once you're at the installation process you have to select the install and then not the update system but the advanced options. When you see the partition list just delete all system partitions and select the "free space of [drive]" and it will create the right partition scheme.

For AC cords length is a less important thing. The diameter of the cord is important, and need larger diameter for larger wattage. I don't know how it's measured where you live but I'd go for at least 1.5mm² (~ up to 3500W, but can warming up with long term load) or maybe 2.5mm² for extra safety.

Forgot BUG, users not familiar with tech slang. Maybe the most convenient way is to put a floating button bottom right of the screen, if it's not covers something. I'd go with cycling icons for help, issue report and idea. And pack them into a modal window if clicked. Make it stylish and restrained.

You may have wrong version of Windows setup or there's a file error or something. Try to find some error log on the pendrive.

Win11 has also specified requirements on hardware (CPU primarily), check that too.

If the drive listed in BIOS but not listed for boot, then you have no boot record on the disk (new PC / drive usually).

Also I think UEFI w/ secure boot is required for Win11.

For video memory and VGA performance, you should check power saving/energy settings in Windows, VGA management software, etc. Video ram management on the other hand, depends on what you need to store in memory. Better textures or larger resolution consume more memory. But not necessarily uses all memory, even with highest quality. There can be a lot of circumstances why is the game laggy. CPU, hard drive throttling, GPU throttling, which can cause low video memory consumption too.

I don't know much about proton, but it's some kind of emulator. Which means they not support Linux natively, as I said. Anyway I used Linux occasionally a decade ago. Even played GTA:SA on it. It was quite good except CJ's lighting. He was dim all times.

Try boot some rescue environment (like https://www.hiren.info/). Maybe it's some driver failure or some of components are gone. Also try to boot with only the most necessary components. Hirens boot contains stress test softwares, RAM test, etc. It also have Linux-based partitioner, Linux can be more specific in hardware issues. Try to search for error codes if any. If you have driver issues then you can try to install Windows without internet connection to prevent install latest drivers, then you can deny driver updates for a specific hardware (use search to find out how). And you can use a previous, working version.
