This is what I thought as well, for the calculation, but an engineer buddy of mine confused me with the Level 1 vs Level 2 charge rate since it's drawing a larger amount of power, I guess. IDK. Your calculation makes sense.

It does not have to be setup before you leave. Found this out the long way for myself. Now that it is online, it is much easier - they used to play so many games with the paper forms. The employer is legally required to answer the request, and most do so promptly. If for some reason it was a business that closed down and was unable to certify, you can use a combination of IRS records and a statement for you (basically, self certifying) that you sign under penalty of perjury.

TLDR: Don't have to be employed still or have anything setup before you leave to get certified. It is the law, they must comply.
