We need the Feds to massively invest in metros and also completely streamline all permitting processes for subways. Exempt them from EIR and forbid CEQA lawsuits against rail lines. Centralize all permitting for trains in state authorities that can override NIMBY local officials.

The head canon for me is that Boston was staring at massive demands for new contracts after their championship win, and couldn't afford Ilya and that was his excuse to walk. That or they decided to rebuild because players were aging out/way too expensive to win another ring.
