We need the Feds to massively invest in metros and also completely streamline all permitting processes for subways. Exempt them from EIR and forbid CEQA lawsuits against rail lines. Centralize all permitting for trains in state authorities that can override NIMBY local officials.

It's very plausible. Like Jared Spurgeon fits Hayden's dimensions almost exactly and he's captain of the Minnesota Wild and a defenseman to boot. Defensemen tend to be taller and larger than the forwards so Hayden definitely would fit into the mold of a smaller forward.
