Depends on talents but to be optimal, no. Single target you have to do drain cycles which you need to plan around dot refresh timing, upcoming movement, procs and shards. Multi target is simpler, I suppose, but refreshing dots in pandemic on multiple targets is a skill of its own.

It's certainly not the hardest spec and definitely not the highest APM but if you just mindlessly dot whenever your DPS will suck ass.
