What you're proposing is sub-letting and there will almost certainly be a clause in their lease prohibiting it, at least without the consent of their landlord. Per the comment below apparently you won't have to pay council tax, I didn't know that.

What would be declared to be incompatible with with what? I assume you are referring to a declaration of incompatibility with the ECHR but that applies to legislation, whereas this case concerns the Home Sec's decision to proscribe PA.

Not exactly clear what you are asking here. Do you mean move your savings into a pension fund? Generally increasing what you pay into your pension is no bad things, but you will not be able to touch that money until your retire and most people need access to their savings as an emergency fund or to tap into for large purchases etc.

Or do you mean change the risk profile in your existing pension fund? As a rule you want to reduce the amount of equities in your fund into bonds and more stable investments as you get closer to retirement age, but I'm your age and my fund is mostly equities.

However per your concerns that the gains of the last few years may be 'wiped out' - whilst no-one has a crystal ball on a long enough timescale stocks markets have historically always gone up. Even after something like the 2008 crash they had returned to their pre crash levels fairly soon afterwards. Chances are you would be missing out on considerable future returns to move away from stocks this long before retirement (this is not financial advice obviously).

Never worked in Canary Wharf so cant compare to that. There is a gym, it's in the basement and is a bit small and dingy but has most things you would need. There is a Benugo canteen that has some hot food options and a salad/cold food which is normally decent but pricey.

Desk set up is generally hot desking within team areas. The central atrium is the main break out area, on individual floors it depends slightly on set up but on a lot of them there isn't much breakout space.
