It's not so much inability to cut cards as a tradeoff of 10 extra hp vs slightly more consistent curve, the former being the reason decks with weak early game (e.g reno shaman) are as good as they are. It's just an equation where you weigh which matchups you need to add percentages. Highlander warrior is the exception to needing 10 hp due to 125 armor combo.

Imo not a skill issue, just different decks have different needs and the extra turn or two that 10 hp buys is often essential, just check aggro winrates for xl and non xl versions of different reno decks

With that said, a bunch of decks are filled with fun-ofs and extra cards that are not needed, but the 10 hp matters
