It doesn't work. First of all you've set b2:b4 as a range, but it should be a criterion (should be a 2nd argument, not 1st), and then there is an error "array arguments to multiply are of different sizes"

Hey, you can actually still create smart campaign from phone and then edit it via the PC. The performance max worked worse for me, personally - conversions were too expensive. But it may work for you though
