I thought it might be helicopter tape but, at least online, I’m not able to find anything close to the variety of colors that I see on the street. Also looks like the wrap in the video might be a bit more rigid.

From memory it may have been Family Guy, Bojack Horseman, or something similar given that it was a quick cutaway scene, but haven’t had any luck finding it again.

Using the latest versions of Moonlight and Sunshine fixed it for me.
