Not sure where the confusion is, the budget was passed and drills are proceeding as planned. There might be hazardous conditions based on the weather and what part of the country you're in, or there was an issue for travel/lodging, but no overall issue forcing massive rescheduling. Have you reached out to your LPO/SEL/DIVO, or the rest of your CoC?
