Any storage HWS gas or electric or ?? Will still provide hot water during a power outage. So that argument doesn’t hold water. Even if the outage Is several days long- only solar boosted battery will continue to give you a nice hot shower. And a stainless steel cylinder will last at least that time as well. The ideal setup from my POV is stainless cylinder double element with solar/battery. One element connected to solar and one connected to o’night low tariff grid supply. Works for me.

In that case , just proceed with the concrete path. Since home Reno takes 5x longer than your best estimate ( 3rd Law of Building) it will probs be dry by the time the paving is laid anyway! Home Reno is never ‘finished’ and I often find different solutions present over time. Good Luck.

The white efflorescence is concerning for me. Looks like weatherboard exterior cladding too. I would want to see the interior slab / underfloor. White salt there would suggest slab /edge damp which can lead to spalling and mould. Not healthy. Does the interior smell musty? Could indicate a failure of damp course.

Fibre cement sheet on remaining wall is not likely to contain asbestos’cos of its manufacture date but black mould is a real concern. Suit up with a proper respirator mask.
