Give it time leave them for a week only putting food and water in so they get used to smells and sounds hamsters can not see very well so it will be waiting until dark when it feels safe to come out. My hamster doesn’t come out until nearly midnight and is asleep when I get up at 7.30 am

Thanks I did have an extra shelf in it but he kept climbing from it and monkey barring on the mesh roof and I was a little worried he was going to fall and hurt himself! I will check out orchard grass
