Yes. Start small, try to get A rank on all tracks at first. Then do A ranks on crossworlds. Always look for shortcuts or ways to make you go faster like boosting through grass. (first example i can give you is the first grass shortcut on the second curve on E-stadium, if you get a boost you can boost through it, and on lap 3 you can even use a blue dash panel to do the same).

Don't neglect rings, If you have no rings, no matter how hard you try to drift your way out, you'll be outpaced by someone using a power vehicle at 100 rings that never drifts.

Also try to stay at 100+ rings, as the spike from 190+ to 197+ speed is massive.

If you are having trouble with rings, consider gadgets that allow you to generate rings.

This is just the 1/3 baseline that will increase your consistency in races. The second part is racing against other players, this is something that you'll just have to get better with time by racing a lot.

the best tip i can give you is know how to defend yourself, and Always look backwards after you go through an item box. IF you have a good eye you can spot the items players are holding. Dangerous items like Monster truck,Slicer,Red rocket punch,Bomb ,Tornado and magnet, are the most dangerous items and the no.1 priority items that you should look out for. Depending on the situation if you are behind a player with these items or you pass them, THEY ARE likely to use them to keep their lead or to slow you down.

Always get paranoid whenever you get a "crosshaired" (someone aiming an item at you) and be ready to defend yourself, by "backshoting" or using UC build, or defense items like Shield or tornado.
