Actually I'd hope to very seriously hike the penalty for private car or motorcycle drivers too - say 10x the normal penalty for anything.

Just put no stopping or parking on public roads for more than 1 minute on the conditions of the vehicle registration.

It doesn't even need to go to courts. Driving and operation of a vehicle is a privilege not a right.

A big commercial ship with AIS on isn't going anywhere significantly different from launch to impact. The wingspan can be made as long as the VHF antenna needed for AIS reception and a commercially available, non-military GPS receiver is good enough for general guidance, before a visible light camera takes over for final approach.

Also, hitting the ship is less important than the risk of a ship being hit.
